Description: Has administrative and supervisory responsibility for the Water District while executing the Rules and Regulations of the District.
Duties: -Works effectively with fellow employees, respecting their rights and feelings, while exhibiting behavior that contributes to a safe, productive, harmonious and challenging work environment.
-Plans, manages, organizes and evaluates the operation of the Water District, including any related operations, laboratory work, control systems, pumping stations, water mains, meter reading, and devices, all billing functions and all aspects of maintenance and repair to ensure the day to day duties are successfully completed.
-Authorizes the purchasing of materials and services according to District procurement policy.
-Attends and facilitates monthly Board Meeting, implements directives and policies set forth by the Board.
-Prepares the Annual Budget and Five Year Capital Expenditures Forecast, controls inventory and the expenditure of budgeted funds to ensure the District financial condition remains healthy.
-Plans, presents and implements long term infrastructure, staffing and strategic planning initiatives.
-Evaluates work of the Assistant Manager, District Engineer, Office Manager, other engineers and technicians and all Field Personnel. Reviews work of all engineers and administrative staff.
-Reviews staffing needs and prepares annual Manpower Projection Report, recommends personnel actions such as hiring, salary adjustments, promotions and terminations according to District policy and procedure.
-Investigates and takes appropriate action in response to customer complaints or inquiries, develops, recommends, and/or initiates improvements to eliminate problems; directs remedial action as appropriate; settles disputes as necessary.
-Oversees District capital improvement projects to ensure that projects are completed according to specifications and within time and budget; reviews plans and specifications as requested by District and Project Engineers.
-Ensures water system is in compliance with federal, state and local regulations; coordinates with regulatory agencies to ensure compliance.
-Participates in professional waterworks association(s), federal, state, local and industry meetings to stay abreast of new technology.
-Assures that proper safety standards and precautions are followed; oversees District safety program.
-Serves as the District-s Human Resources Manager; administers District medical plan, disability and workers compensation program, 401K plan, and District Substance Abuse and Testing Procedure.
-Consults with District Legal counsel on regular basis on matters and issues with potential legal ramifications.
-Maintains harmonious and effective working relationships with the Board of Commissioners, co-workers, vendors, contractors and developers, and the general public.
-Performs related duties as needed or assigned by the Board of Directors.
Qualifications: -Minimum education requirement of a Bachelor Degree in Business, Management or equivalent.
-Minimum five years management experience.
-Management experience in a water utility district preferred.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
