The Juvenile Court Services Director works directly with the elected Judge to oversee the administration of the Blount County Juvenile Court's budget and supervises four Youth Services Officers and one Intensive Intervention, Supervision, & Prevention (ISP) Officer.
Other duties include daily coordination with the Blount County Juvenile Detention Facility regarding detained youth; ensuring that Preliminary Inquiries and Intakes are conducted for all delinquent and unruly cases filed with the Court and that intervention services and referrals are provided for families in crisis; accurate data collection, entry, and management; filing monthly reports with the Administrative Office of the Courts and the Department of Children's Services; setting cases and managing the Court's dockets; preparing documents for the Court's review; referring cases to and acting as liaison to the Blount County Youth Court; coordinating the operation of the Court with the Blount County Juvenile Court Clerk's Office; serving as liaison to the Child Protective Investigative Team (CPIT), the Child Fatality Review Board (CFRB), and the local school systems' Truancy Boards; managing Foster Care Review Board; and administering any awarded grants, filing necessary invoices, and participating in annual audits.

ESSENTIAL JOB FUNCTIONS Manage day-to-day operation of Blount County Juvenile Court.
Manage the Court's dockets as directed by the Elected Judge or the Juvenile Magistrate Judges.
Work with the elected Judge to oversee the Blount County Juvenile Court's budget.
Coordinate with the County Budget and Accounting Office and the Purchasing Department as required.
Ensure that dockets are accurate and that all necessary documentation is prepared in order for the Court to conduct its business.
Conduct Intake and Preliminary Inquiry in all delinquent and unruly cases.
Provide intervention services and referrals for services as required for families in need.
Conduct non-judicial hearings in cases referred for informal adjustment.
Refer appropriate cases to the Blount County Youth Court and complete all necessary forms.
Act as liaison to the Blount County Youth Court.
Recruit and interview as needed for open Youth Services Officer and ISP positions.
Supervise Youth Services Officers and the ISP Program Coordinator, and conduct annual performance reviews.
Review and revise probation rules annually.
Organize and conduct monthly staff meetings.
Communicate daily with the Blount County Juvenile Detention Facility regarding detained youth.
Prepare documents for the Court's review.
Communicate with Attorneys, Parents, and Community Services Providers regarding youth having Court involvement.
Ensure accurate data collection, entry, and reporting.
Administer any awarded grant funds, including filing necessary invoices, participating in annual audits, and ensuring that funds are received and properly posted.
Recruit volunteers for Foster Care Review Boards, organize all documentation, and communicate as needed with volunteers.
Ensure that all Foster Care Review Board Hearings are conducted in accordance with the Model Guidelines, complete summaries of each case, and file all required paperwork with the Juvenile Court Clerk.
Prepare and submit monthly, quarterly, and annual reports to the Administrative Office of the Courts and to the Department of Children's Services.
Ensure Juvenile Court representation at the Alcoa City Schools Truancy Board, the Maryville City Schools Truancy Board, the Blount County Schools Truancy Board, the Blount County Child Fatality Review Board, and the Blount County Child Protective Investigative Team.
Coordinate with the Court's Judicial Assistant and the Juvenile Court Clerk to obtain legal representation for juveniles appearing before the Court.
Liaise with the Juvenile Court Clerk, Law Enforcement, the Juvenile Detention Facility, the Blount County Health Department, the Department of Children's Services, the local school systems, and other organizations as required.
Ensure that juvenile and adult respondents are drug screened as requested by the Court and coordinate laboratory testing as needed.
Job Requirements MINIMUM REQUIREMENTS Bachelors degree in a related field such as psychology, criminal justice, sociology, child development, and/or education; Five (5) years experience; Or equivalent training, education, or experience; and Valid drivers license.

PHYSICAL DEMANDS While performing the duties of this position, the employee is frequently required to sit, reach and manipulate objects, tools and/or controls.
The position requires mobility.
Duties may involve moving materials weighing up to 10 pounds on a regular basis.
Manual dexterity and coordination are required over 50% of the work period while operating equipment, such as computer keyboard, mouse, calculator and similar machines.
